The Environmental Impact Assessment (EIA) Regulation was published in the Official Gazette (Resmî Gazete) dated 29.07.2022 and numbered 31907. The latest amendment included in the current text of the regulation is dated 05.03.2026.
Since legislative texts are updated over time, it is important to assess your project against the text in force before starting the EIA process.
Preparation checklist
- Rely on the current text. When assessing the project scope, use the version of the regulation and its annexes currently in force.
- Clarify the project type, capacity and location. These details determine which file needs to be prepared (EIA Application File, EIA Report or Project Introduction File).
- Identify site sensitivity early. Protected areas, sensitive habitats and water resources directly affect the scope and duration of the process.
- Build seasonal field surveys into the schedule. Studies such as flora, fauna and bird migration can only be carried out in certain periods, so they should be included in the investment schedule early on.
- Plan for institutional opinions. Opinion processes are among the critical steps that determine the overall duration.
